Overview
The UTS Graduate Certificate in Public Sector Innovation enables professionals working in, and with the public sector to develop their capability to find solutions for the complex problems they face every day.
The first of its kind in Australia, this practical learning program is aimed at equipping students with a design-based innovation methodology called Frame Creation, developed at UTS. Frame Creation provides a structure for exploring problems creatively and can be employed to transform public engagement, practices, services, regulations, policies, organisations and communities.
The course utilises an experiential, peer-learning model within the teaching program and the learning environment offers a great opportunity for collaboration and idea-sharing with fellow students across disciplines and sectors.
Sponsorship by an employing organisation is desired as students work on a self-selected problem within their own professional practice.

Admission requirements
Applicants must have completed a UTS recognised bachelor's degree, or an equivalent or higher qualification, or submitted other evidence of general and professional qualifications that demonstrates potential to pursue graduate studies.
In addition to the above qualification, applicants need to satisfy the following:
- applicants must have a minimum of two years' relevant work experience
- personal statement (500–700 words) clearly articulating their motivation to enrol in the course, and
- a minimum two-page CV, clearly articulating their current and past roles and responsibilities.
The English proficiency requirement for international students or local applicants with international qualifications is: Academic IELTS: 6.5 overall with a writing score of 6.0; or TOEFL: paper based: 550-583 overall with TWE of 4.5, internet based: 79-93 overall with a writing score of 21; or AE5: Pass; or PTE: 58-64; or CAE: 176-184.
Eligibility for admission does not guarantee offer of a place.
International students
Visa requirement: To obtain a student visa to study in Australia, international students must enrol full time and on campus. Australian student visa regulations also require international students studying on student visas to complete the course within the standard full-time duration. Students can extend their courses only in exceptional circumstances.
Course duration and attendance
This course is offered on a one-session, full-time, or one-year, part-time basis. It is delivered in face-to-face mode.
Course structure
The course comprises four core subjects (24 credit points) intended for part-time study: two subjects in studio mode and two subjects in block mode.

Course program
The course comprises four subjects. The first introductory subject, 81533 Foundation Public Sector Innovation Practices, is delivered in block mode (one week) at the beginning of Spring session. The remaining 10 weeks of the session are made up of 81534 Problem Framing, which is taught in studio mode in which students work on an industry project in their own organisation. In Autumn session students continue this industry project in the 11-week studio subject 81535 Co-evolution of Problem and Solution, which is completed with a one-day symposium. Autumn session also includes 81536 Leading Public Sector Innovation in block mode (five fortnightly one-day workshops), which includes learning skills and knowledge to initiate, lead and manage innovation in a public sector innovation context.
