Overview

This course explores the trends, challenges and opportunities of leading in local government. It helps build advanced skills and knowledge to enable current and aspiring local government leaders to make a greater contribution to improving economic, social, environmental and governance performance of their organisations for the benefit of communities now and into the future.

The course is tailored to the local government environment and allows current and aspiring leaders to develop contextual understanding and professional capabilities necessary for leadership in the public sector. There is a particular focus on the need for local government leaders to understand and demonstrate commitment to the production of 'public value' (Moore 1995); outcomes that are truly valued in the community.

The course offers the opportunity to undertake an education program that responds to individual needs as well those in the workplace and the broader community. Subjects involve intensive block mode workshops, action learning, self-directed study, scenario-based challenges and a real-life community leadership project.

Course aims

The course aims to provide students with knowledge, skills, capabilities and practices of local government leadership, with particular reference to their own organisation and community. Students also develop the learning skills that allow them to continue their own professional development through short courses or further academic study.

Career options

Career options include local government managers in councils and elected members.

Admission requirements

Applicants must have completed a UTS recognised bachelor's degree, or an equivalent or higher qualification, or submitted other evidence of general and professional qualifications that demonstrates potential to pursue graduate studies.

In addition, applicants need to provide:

  • a personal statement explaining their reasons for wanting to study local government leadership
  • a CV clearly articulating local government sector related work with a minimum of two years' experience.

Applicants who do not possess such graduate qualifications must have two years' relevant professional experience and demonstrate evidence of meeting bachelor's degree learning outcomes in the above discipline areas.

The English proficiency requirement for international students or local applicants with international qualifications is: Academic IELTS: 6.5 overall with a writing score of 6.0; or TOEFL: paper based: 550-583 overall with TWE of 4.5, internet based: 79-93 overall with a writing score of 21; or AE5: Pass; or PTE: 58-64; or CAE: 176-184.

Eligibility for admission does not guarantee offer of a place.

International students

Visa requirement: To obtain a student visa to study in Australia, international students must enrol full time and on campus. Australian student visa regulations also require international students studying on student visas to complete the course within the standard full-time duration. Students can extend their courses only in exceptional circumstances.

Credit recognition

Students who have completed relevant previous studies (such as relevant postgraduate studies at a recognised institution or eligible UTS short courses) may apply to the course coordinator for credit recognition.

Course duration and attendance

The course may be completed on a half-year full-time basis, or on a one-year, part-time basis, with students undertaking two subjects a session, or on a two-year, part-time basis, with students undertaking one subject a session.

The course totals 24 credit points, made up of four subjects.
